Sheffield Wednesday Faces Serious Challenges, Declares Independent Regulator

'We are going to be a part of football's future' - independent football regulator the new chairman

Sheffield Wednesday's ongoing struggles constitute a "major concern" and the new football authority is aiming to acquire authority to look into club affairs in similar circumstances, the recently named head the official has declared.

During an extensive discussion, the chairman, who was appointed on Monday, expressed "sympathy" towards the club's followers.

The chairman convened with four supporter groups connected to the Championship side in recent days.

The team have been struggling on and off the field in this season, with the club delaying salary disbursements on several different times, including in September.

"Evidently Wednesday represents a significant problem for EFL and a significant problem for football," the chairman stated.

"The club represents one of the great brands for football in England and this week we have met fan representatives.

"Our aim is to acquire the ability... which will enable us to take the club and similar situations brought to our attention if they require examination and acted upon."

Economic Challenges and Proprietorship Status

The team's struggling chairman Dejphon Chansiri suggested earlier this year he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with potential new owners.

Delayed salary payments on time in March and May caused limitations by the English Football League (EFL) in mid-year, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although the ban was rescinded in late summer.

Official's Viewpoint

The chairman stated: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I completely understand the club's situation, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for reasons that have nothing to do with the supporters."

Inquired if the regulator could force an proprietor to divest a club if they are considered unfit, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we assemble the facts and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to collaborate with owners.

"The final option we would consider is start getting involved with an specific team, an individual owner, without being able to work with that proprietor to address the problems affecting the organization and the proprietor's dealing with," Kogan said.

"However, realistically, when you examine the past of football, over the past few decades there have been some owners, a small minority, but particular people who have shown negligence in the approach they have taken toward their clubs and ultimately decline to assume obligation for the coming years."

'Errors may undo substantial development'

The chairman convened with delegates from multiple organizations to explain the responsibilities of the oversight body this week and insisted it was a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the remarkable development accomplished might evaporate incredibly quickly," the chairman stated.

"And that's what nobody wants in the terms of English football is a major achievement - we must maintain momentum.

"Substantial financial resources coming into football and has come into football for the past two decades, because certainty is lacking it will keep flowing into the sport, which is one of the reasons why I think we have to maintain a focused outlook on potential dangers and naturally, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the elite division's competitive balance, but the chairman responded: "I fully support the success and growth as an economic entity of the elite league.

"I of all people understand the concern of undermining the division as a high-quality offering of England. But concurrently, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a significant confidence."

Ideological Links

Kogan is still facing a "thorough examination" by the Commissioner for Public Appointments after he revealed he contributed money to the Labour Party in 2020.

The chairman provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any sort of politics."
